Eastberlin: sometime in the 1970's.
Chief of state: Walter Eisler, a safe appointment… a puppet with his strings held firmly by Russia. Or is he? For Eisler proves a puppet with a mind of his own… and his liberal ideas ring danger bells in the Kremlin.
